The Ministry of Culture has submitted a White Paper regarding amendments of the Intellectual Property Rights Act on consultation. The proposal will ensure the implementation of the EU Regulation on Portability.
The Portability Regulation contains rules that ensure that subscribers of portable online content services can access these services while on temporary residence outside of the their State.
In early July this year, the regulation became part of the EEA Agreement.
The White Paper will implement this regulation in Norway. Norwegian consumers will thus have access to their TV subscriptions, including HBO and Netflix while abroad.
After the consultation, a bill will be prepared for the Parliament with proposals for amendments to the Act on Intellectual Property Rights. These changes will most likely enter into force shortly after a decision by the Parliament.
